New Jersey requires everyone applying for (or renewing) a Permit to Carry to complete a firearms qualification to the standard set by the New Jersey State Police — the Civilian Carry Assessment and Range Evaluation (CCARE). It has two parts: a classroom review of the legal use of force, and a live-fire range qualification with your carry firearm. Pass both and you receive a completed SP-182 Safe Handling & Proficiency Certification — the document you upload with your NJ Permit to Carry application.
We run the whole thing in-house: the classroom portion here in Sussex, and the live-fire qualification at our private range. It is taught and certified by a USCCA Certified Pistol Instructor and Range Safety Officer who is also a retired law enforcement officer.

Time it smart: your CCARE qualification and your NJ carry permit are generally each valid for two years. If you qualify and apply in the same window, the same qualification may still be valid when your first renewal comes up. Requirements change — always confirm the current renewal instructions before you submit.
A permit is not a green light everywhere. New Jersey restricts carrying in a long list of "sensitive places," and those rules — along with the private-property and vehicle rules — are being fought over in the courts right now and change often.
